Since 1973, the Federal government gives states grant money to pay college tuition and/or otherwise provide technology and training to help People With Disabilities become employed. The loan is from the mid-90’s, the person’s on full SSI/disability and is unlikely to ever be in a position to pay back the loan, yet they still want to continue their education and want to apply for federal grants (which they won’t be eligible for as long as the default status remains).
