FHA/Vanderbilt Mortgage Actions Illegal?

Recently (May 30) applied for loan on manufactured home through in-house lender who suggested we go with an FHA loan. Signed and dated (May 30) paperwork affirming the details about charges at closing including detailed interest rate, insurance availability, etc. This document included NO mention of mortgage insurance and sales associates assured they do not charge this. The sales center entered our loan into their database the next Monday (June 1) – instant approval, fantastic credit, and had 7% cash down. The mortgage company took over a month (July 8) to return completed paperwork for us to sign to close on the home. When reviewing paperwork, a new document was included – paperwork detailing mortgage insurance to the tune of $969 up front and an average $35 payment every month for the next 15 years. I refused to close as this information was not told in original paperwork (which we all have a signed, dated copy of). Mortgage company said new FHA regulations require mortgage insurance and would not resolve our case because “despite the fact that you signed paperwork before the date changes were made, the loan was not entered in the mortgage company’s database until after changes took place.” Demanded they right documents or arrange loan with another institution because we received no information regarding mortgage insurance until reviewing closing documents, and had, in fact, signed paperwork to the contrary. Are the actions of the mortgage company acting on behalf of FHA legal?? Does this violate terms of RESPA?
